Department/Area Function: 

The Payroll Department is responsible for processing biweekly, monthly, and special payrolls for DTCC and its affiliated companies, in the US for over 3,000 union and non-union employees and overseas for over 1,000 employees. The department is responsible for the regulatory reporting associated with these payrolls and manages 17 legal entities in 14 countries (US, Australia, Canada, France, Germany, Ireland, Sweden, Hong Kong, South Korea, India, UK, Japan, Singapore and Philippines). 

Position Title: Payroll Manager

Position Summary:

Manage the overall corporate US payroll function including payroll processing/review, payroll taxes, reviewing and revising policies and procedures as well as internal controls and ad hoc reporting. Maintain necessary vendor relationships and compliance. Ensure payroll tax payments are compliant with applicable federal, state and local tax laws.

Principal Responsibilities: 

Oversee all day-to-day payroll processing, analysis and reporting in accordance with all federal, state and local tax laws, including all policies and procedures.  Ensure accurate and timely payment and reporting of compensation payable to employees. Ensure payroll tax reporting and remittance are timely and in compliance with applicable federal, state and local tax laws.
Review bi-weekly U.S. payroll, monthly Canadian payroll, payroll and tax funding memo wires and manual check requests for manager approval.
Develop and implement appropriate payroll related policies and procedures (both systematic and user functional) to ensure data integrity while minimizing manual effort to ensure compliance. Ensure corporate policies are properly administered and new policies are adequately documented and communicated across all divisions and companies.
Review reports associated with federal, state and local authorities and ensure that all W-2’s are processed accurately and timely.
Remain current on new legislation and regulatory ruling impacting payroll.  Enforce adherence to requirements and advise management on required actions.
Ensure new benefits and changes that are required by the government as it relates to Payroll including computations, withholding, and deductions associated with net earnings are implemented.
Develop and monitor internal controls to ensure integrity of the Payroll Administration processes.
Work with customers and internal teams to resolve issues and streamline processes.
Partner with various internal departments including accounting, financial operations, human resources and legal, and assist with managing external payroll service vendor relationships (e.g. ADP).
Work with Human Resources staff relating to changes in pay rates, withholdings, benefits and special pays, i.e. incentive and sign-on bonuses.
Coordinate activity with Treasurer’s Department to ensure proper funding of payroll and payment of amounts withheld.
Utilize ADM system support staff to enhance Oracle HCM Payroll, develop reports and interfaces to other DTCC systems as needed.
Provide coaching to staff for personal and professional development including setting goals and objectives for direct reports.
Ensure Internal Audit requests related to Payroll are met.


10+ years senior payroll experience in a multi-national employment environment, including at least 3 years at a management level in a large corporation (4,000+ employees)
Thorough knowledge of multi-state and federal wage laws, state/local tax requirements, and reporting.
International payroll experience; preferably coming from a global organization is preferred
Experience with ADP services, e.g. print services, taxes, garnishments and Streamline services would be preferred
This role would require 5% travel.
Strong experience building partnerships with different functions within the organization as well as with external vendors.

Knowledge and Skills Required:

Oracle HCM Cloud and PeopleSoft experience preferred
ADP FACS reporting a plus
Union, non-union, multi-state and global processing preferred
Outstanding MS Office skills required: (Excel, Word, PowerPoint and Outlook)
Effective interpersonal, communication, customer service skills, leadership and team building skills
Prior management experience required

Education, Training &/or Certification:

Bachelor’s degree in Accounting, Business or Finance required
Certified Payroll Professional (CPP) or equivalent certification prefer
